ON REHABILITATION OF VICTIMS OF POLITICAL REPRESSIONS IN UKRAINE
After 1917, during the Civil War and the subsequent decades, a lot of human blood was shed on Ukraine's land. Millions of innocent people were subjected to repression because of their political activities, expressions and religious beliefs on the basis of antihuman and antidemocratic laws and as the result of the sheer illegality and outrage. The most excruciating heritage of the past is the mass repression committed by the Stalinist regime and its accomplices in the republic. Norms of the Constitution intended to protect the rights and freedom of citizens, as well as elementary norms of the legal procedure were violated in the course of both judicial and extrajudicial proceedings.
While noting that a part of people subjected to repression in 1930-1940's and in early 1950's have already been rehabilitated on the basis of the legislation of the Union of the Soviet Socialist Republics, the Supreme Council of Ukraine believes that the rehabilitation of the victims of political repressions should cover the whole period from the year 1917 till the moment of this Law's coming into effect and apply to all individuals groundlessly convicted during the said period by courts of Ukraine or subjected to repression on the territory of the republic by other state authorities in any form, including execution or incarceration, compulsory resettlement, deportation or banishment, denaturalisation, compulsory hospitalisation, disfranchisement or restriction of other civil rights or freedoms due to motives of political, social, class-based, national and religious nature.
The Supreme Council of Ukraine condemns hereby the repressions and dissociates itself from the terrorist methods of leadership, condoles with victims of the unfounded repressions, their relatives and kin, declares hereby its intention to steadily strive for the restoration of justice, elimination of consequences of the outrage and violations of civil rights, is intent on ensuring compensation, feasible for the time being, for the material and moral damage caused by the unlawful repression to the rehabilitated individuals and their families, and guarantees to the people of Ukraine that these events will never be repeated and that human rights and legality will be piously observed.
